Yes. 14 CFR 61.3(b) covers this (my emphasis):
(b) Required pilot document for operating a foreign-registered aircraft within the United States. No person may serve equally a required pilot flight crewmember of a civil shipping of strange registry within the United States, unless—
(ane) That person's pilot certificate or document issued under §61.29(east) is in that person's physical possession or readily accessible in the aircraft when exercising the privileges of that airplane pilot certificate; and
(2) Has been issued in accordance with this function, or has been issued or validated by the land in which the shipping is registered.
So a Usa license (i.e. one issued under office 61) is allowed as an alternative to a foreign license for operating the foreign aircraft. The other country could have rules on this too, but I accept no idea if they would exist enforceable (patently, 1 country'south laws are usually not valid in some other one).

There are reciprocity treaties requiring virtually countries to allow foreign aircraft to wing in their airspace. Information technology probably depends on whether the country involved has such a treaty in place with the United states.

In general, the FAA tolerates foreign aircraft to be operated in the United states of america indefinitely then long every bit they meet airworthiness standards. In theory, they claim y'all take "imported" the shipping and crave yous to re-register it, but this does non ordinarily happen.

A pilot with either a US license or license from a country with which the US has a bilateral understanding can fly whatever plane for which they are qualified in any state and it does not affair whether the airplane is registered in that country or not. $\endgroup$

If I take a friend with a plane registered in Germany located at an American airfield, the friend can allow me to wing the aeroplane and there is nothing the authorities of Germany has to say near information technology. What are they going to practice, say "nosotros found out you allow an American pilot wing that German aeroplane so we are revoking its registration" ??? Where are you going with this line of questioning? I don't understand what you lot are getting at. $\endgroup$
